District 19 CSB's mission is to provide residents of our localities with substance use treatment and intervention. Emphasis is placed on treating and developing the whole person in the context of the family unit and the community. Our philosophy is to enhance the person's overall level of functioning so that s/he can be self-sufficient, independent, and live in the least restrictive environment.
Substance Use Disorder programs are committed to providing
an environment where individuals and families with complex and co-occurring
issues are welcomed for care and will be helped to use their strengths to

Substance Use Disorders Intensive Outpatient Program
The Gorski Relapse Prevention Program relapse prevention program is a sixteen week program, one day a week, offering morning or evening classes. Primarily places focus on relapse and prevention modules that address issues of abstinence and sobriety. This group is designed to explore foundations to establish rationale for prevention by crisis stabilization, recovery outlooks and development of support systems to deter use. It is taught from a therapeutic and educational perspective addressing early stages associated with use and experimentation.
The Faces of Change is a three-day per week intensive outpatient program (IOP) for individuals with substance use disorders. This IOP has four phases totaling twenty-weeks and is being offered during both the morning and evening hours. The program schedule is based on the Matrix treatment model and focuses on abusers achieving total abstinence from drugs and alcohol. Faces of Change focuses on early recovery skills and techniques, family education, relapse prevention and social support. In addition, emphasis is placed on vocational and social reintegration. The theoretical perspective to treatment is based on the assumption that addiction and relapse develop from biological, psychological and social factors.
The Co-Occurring Program is a structured group process focuses on the unique treatment needs of individuals with both mental health diagnoses and substance use (abuse or dependence) disorders. This program is a minimum of twelve weeks with additional time provided based upon the specific needs of participants. The program is didactic, therapeutic and includes a 12-step recovery meeting focusing on dual recovery. The co-occurring program is designed to work in collaboration with case management and/or other intensive services that participants may be receiving.

Jail Services
Counseling and educational services around substance issues are available to local jails in the District 19 area. The purpose is to begin the rehabilitation and recovery process of incarcerated individuals whose substance use has played a role in their involvement with the criminal justice system. Consumers in jail who are interested in participating in drug education classes will submit a request to the jail staff which is give to the D19 CSB counselor to complete a screening on the consumer to determine eligibility for substance use services.

Project LINK
Project LINK offers services to women and children whose lives are affected by substance use. Priority is given to women who are currently pregnant and are actively abusing substances. Eligible consumers must be pregnant or parenting a child under the age of three and have a history of substance use or currently using substances. Consumers are required to remain in the program for 3 months; however, they may choose to remain with the program until their youngest child turns 3 years old. All substance exposed infants of participants are referred to Infant Intervention Services for developmental screening and evaluation.
